When global oceanographic observations finally became available in the early 1990s, oceanographers were confronted with the problem of synthesizing them into useful estimates of the oceanic state. The familiar technologies for doing so lay with data assimilation (DA) techniques as they had evolved for weather forecasting and as adapted for "reanalysis." Fifteen years of experience with the oceanographic problem, however, shows that for many scientific purposes DA is not a suitable approach, and I will outline the reasons, and the remedies.
